Black carbon is the black sooty material which is part of the polluting particulate matter (PM) present in the atmosphere. It is released into atmosphere from sources like petrol and diesel engines, coal power plants and other sources which include burning of fossil fuels.

The National Black Carbon Programme is the joint effort of Ministry of Environment, Forest and Climate Change, Ministry of Earth Sciences, Ministry of S&T and ISRO. 16 observatories and 101 research institutions will be working on this project in which more than Rs 200 crore will be invested.
