The Constitution which envisages parliamentary form of government is federal in structure with unitary features. The President of India is the constitutional head of executive of the union. Article 74(1) of the Constitution provides that there shall be a Council of Ministers with the Prime Minister as its head to aid and advise the President who shall in exercise of his functions, act in accordance with such advice. The real executive power thus vests in the Council of Ministers with the Prime Minister as its head. The Council of Ministers is collectively responsible to the House of the People (Lok Sabha).

सरकार के संसदीय स्वरूप की परिकल्पना करने वाला संविधान एकात्मक विशेषताओं के साथ संरचना में संघीय है। भारत का राष्ट्रपति संघ की कार्यपालिका का संवैधानिक प्रमुख होता है। संविधान का अनुच्छेद 74 (1) प्रधान मंत्री के साथ एक मंत्रिपरिषद का प्रावधान करता है जो राष्ट्रपति को अपने कार्य सम्पादित करने हेतु आवश्यक परामर्श देगा तथा राष्ट्रपति इस परामर्श के अनुसार कार्य करेगा। इस प्रकार वास्तविक कार्यकारी शक्ति मंत्रिपरिषद के साथ इसके प्रमुख के रूप में प्रधानमंत्री में निहित होता है। मंत्रिपरिषद सामूहिक रूप से लोक सभा (लोकसभा) के प्रति उत्तरदायी होता है।
