United Nation Framework Convention on Climate Change (UNFCCC) is an international environment treaty opened for signature in 1992 during the Rio Summit. It came into force from 1994. The Conference of the Parties (COP) is the supreme governing body of the United Nations Framework Convention on Climate Change. Heads of state and other delegates from UN member countries attend the conference. The first COP meeting was held in Berlin, Germany in March, 1995.
