Causes of the Tebhaga Peasant Movement: The Flood Commission recommended for two-third of the crop, instead of half, for the sharecroppers. In September 1946, the Bengal Pradeshik Kisan Sabha gave a call to implement the recommendation of the Flood Commission.

The share-croppers (bargadars) demanded that they would no longer pay a half share of their crop to the jotedars. But only one third will be given and before division the crop would be stored in their khamars (Godowns) and not in jotedar’s.
Muslim League Ministry published the Bengal Bargadars Temporary Regulation Bill in Calcutta Gazattee in 1947. This gave a boost to the movement.
