Not titanium but Copper exhibits +1 oxidation state most frequently, because with +1 oxidation state an extra stable configuration, 3d10 (full filled configuration).
Cu+ ion is unstable as it undergoes disproportionation 2Cu+(aq)Cu2+(aq)+Cu(s). The E0 value for this is favourable.
