Champaran is a district in Bihar and not in United Province (present day state of Uttar Pradesh). Gandhi arrived in 1917 at the invitation of Raj Kumar Shukla to campaign against the Teen Katiya system. The cultivators were forced to grow ‘Opium’ in 3/20 of their land and hence the term ‘Teen Katiya’ was there (Teen is the Hindi Word for number three).
