There is no time lag between photons falling on metallic surface and electrons being ejected. If it would have been due to wave nature of light, electrons would have been ejected with a time lag with lesser energetic wave. stopping potential is related to max KE of photo electrons. there is a minimum frequency below which photo electrons are not ejected even if the no of incident photons is large.
