Fourteenth Finance Commission (FFC) was under the chairmanship of Y.V. Reddy and the chairman of fifteenth finance commission is NK Singh. Statement 1 is incorrect.

The FFC has not recommended grants to Non-Part IX areas under Schedule VI in Meghalaya, Mizoram, Tripura and Assam, the areas in the hill districts of Manipur, rural areas of Nagaland and Mizoram. Statement 2 is incorrect.
