Copper sulphate solution is a strong electrolyte and hence, on dissociation, only ions will be formed.

A solution/solute is said to be strong electrolyte if it completely, or almost completely, ionizes or dissociates in a solution. These ions are good conductors of electric current in the solution.

For a strong electrolyte the arrow points only in forward direction.
