$RI=SI$ and $SE=RE$

$\Rightarrow$ Draw a line segment $RS=7.2cm$

$\Rightarrow$ Take $R$ as center with radius $4cm$ and draw an arc.

$\Rightarrow$ Take $S$ as center with radius $4cm$ and draw an arc, which cuts off previous arc at $I$

$\Rightarrow$ Take $R$ as center with radius $4.9cm$ and draw an arc.

$\Rightarrow$ Take $S$ as center with radius $4.9cm$ and draw an arc, which cuts off previous arc at $E$

$\Rightarrow$ Join $RI,SI,SE$ and $RE$.

$\therefore$ $RISE$ is a required kite.
