We know diagonals in a parallelogram bisect each other.
so lets consider the intersecting point if the diagonals as $O$

Therefore,
$O B = 2 c m O C = 2.8 c m$
and $B C = 4.5 c m$

So, we can construct a triangle.
now extend $B O$ to $D$ and $C O$ to $A$ with $2 c m$ and $2.8 c m$ respectively.
join $A D, C D$ and $A B$ .
