We know, in parallelogram diagonals bisect each other.

$\Rightarrow$ Draw a line segment $RI=4cm$

$\Rightarrow$ Take $R$ as center with radius $2.6cm$ and draw an arc.

$\Rightarrow$ Take $I$ as center with radius $2.8cm$ and draw an arc, cutting the previous arc at point $O.$

$\Rightarrow$ Join $RO$ and $OI$.

$\Rightarrow$ Produce $RO$ to $C$ such that $OC=RO$ and produce $IO$ to $E$ such that $IO=OE$

$\Rightarrow$ Join $RE,EC$ and $CI$

$\therefore$ $RICE$ is required parallelogram.
