$\Rightarrow$ Draw a line segment $AB=3.6cm$

$\Rightarrow$ Take $A$ as center with radius $4.6cm$ and draw an arc.

$\Rightarrow$ Take $B$ as center with radius $3.3cm$ and draw an arc which meets previous arc at point $C$

$\Rightarrow$ Take $A$ as center with radius $2.7cm$ and draw an arc.

$\Rightarrow$ Take $B$ as center with radius $4cm$ and draw an arc which meets previous arc at point $D$

$\Rightarrow$ Join $BC,AC,DB,AD$ and $CD$.

$\therefore$ $ABCD$ is required quadrilateral.
