Steps of construction:
Draw a line segment AB = 4cm.

Construct an angle of 45 at A.

Cut off AD = 4cm.

With B as a center and BC = 2.8cm as radius, draw an arc.

With D as a center and CD = 2.5cm as radius, draw an arc intersecting the point at C.

BC and CD.

Thus, ABCD is the required quadrilateral.
