$\Rightarrow$ Draw a line segment LI = 4cm.
$\Rightarrow$ With L as a center and radius LF = 4.5cm draw an arc.
$\Rightarrow$ With I as a center and radius IF = 3cm draw an arc intersecting the previous arc at point F.
$\Rightarrow$ Again take L as a center with radius LT = 2.5cm, draw an arc.
$\Rightarrow$ With I as a center and radius IT = 4cm, draw an arc, intersecting the previous arc at point T.
$\Rightarrow$ Join LF, IF, LT, IT and FT.
Thus, LIFT is a required quadrilateral.
