Open compass $3$ cm and mark curve from point $R$

And Open compass $8$ cm and mark curve from point $Q$

These both curve cut at point $S$, then join $S$ to $Q$ and $S$ to $R$.

Mark an other curve $5$ cm from point $Q$ and a curve $9$ cm draw from point $R$

These both curve cut each other at point $P$, then join $P$ to $S$ and $P$ to $Q$.

Hence, $PQRS$ is the required quadrilateral.
