Open compass $4$ cm and mark curve at point $R$

And Open compass $6$ cm and mark curve at point $Q$

These both curve cut at point $S$, then join $S$ to $Q$ and $S$ to $R$.

Mark an other curve $5.5$ cm from point $Q$

And a curve $9$ cm draw from point $S$

These both curve cut each other at point $P$, then join $P$ to $S$ and $R$ to $S$.

Hence, $PQRS$ is the required quadrilateral.
