Steps of construction:

1: Draw a line segment and mark points P and Q on it such that PQ = 12 cm.

2: Construct rays PR such thatand QS such that.

3: Draw bisectors PL and QM of angles QPR and PQS respectively such that they intersect at A.

4: Draw the perpendicular bisectors of AP and AQ and let them intersect PQ at points B and C respectively.

5: Join AB and AC.

Thus, ABC is the required triangle.
