Steps of construction:

(1) Draw a sufficiently long line segment using a ruler.

(2) Locate points X and Y on it such that PQ = 7.8 cm.

(3) With X as the centre and radius 9.5 cm, draw an arc.

(4) With Y as the centre and radius 4.5 cm, draw another arc that cuts the previous arc at Z.

(5) Join XZ and YZ.

Then, XYZ is the required triangle.
