Let P be a point outside the circle having Centre O.

Step 1: Join OP.

Step 2: Draw perpendicular bisector of OP.

Step 3: Draw a circle with a Centre M and radius MO to intersect the given circle at points A and B.

Step 4: Join AP and BP.

These are the two required tangents.
