1. Draw a circle of radius 3.5 cm with centre A. Take a point B such that AB = 7.3 cm.
2. Obtain the midpoint M of seg AB.
3. Draw a circle taking M as the centre and BM as the radius.
4. Let C and D be the points of intersection of these two circles.
Draw rays BC and BD which are the required tangents.
