A clear sky is associated with high pressure. When there is a low pressure that means that the air is warm, expanding and moist and it moves up and on reaching the high altitudes at cool temperatures it gets cooled and forms clouds. Whereas the high-pressure air which is already cooled comes down to the surface as it is denser, thus associated with a clear sky. So the given statement in the question is wrong.
