Adverbs of certainty usually come after the main verb, unless the main verb is a form of 'to be'. In that case, the adverb is placed after that verb. When there is an auxiliary verb (helping verb), the adverb is placed between the auxiliary and main verb.
The given sentence should follow the same thing. 'Certainly' is an adverb of certainty that must be placed between the auxiliary verb "will" and the main verb "make". Hence option C is correct and A is incorrect.
When an adverb intends to modify an entire sentence, only then is it placed in the front. That isn't the case here, 'certainly' modifies 'make'. Hence option B is incorrect.
