Let $x$ be the cost of pure milk.

$\therefore$ Cost of miture$=x+25percent$ $ofx=15$

$\Rightarrow x+\frac{25}{100}\times x=15\Rightarrow \frac{100x+25x}{100}=15\Rightarrow 125x=15\times 100\Rightarrow x=\frac{15\times 100}{125}=Rs.12$

Milk sold at $Rs.15$ is actually of $Rs.12$

$\therefore Rs.16\equiv 1lmilk\Rightarrow Rs.12\equiv \frac{1}{16}\times 12lmilk=\frac{3}{4}lmilkand\frac{1}{4}lofwater\therefore Milk:Water=\frac{3}{4}:\frac{1}{4}=3:1$
