As I is stronger reducing agent, i.e. reductant than Cl and reduces Cu2+ into Cul and Itself is oxidised into I2. Cl is not that much strong reducing agent and does not reduce Cu2+. Therefore, [CuCl4]2 exists but [CuI4]2 does not.
