Does the laws of reflection hold good in rough and irregular surfaces

Yes, it is applicable for every single ray that falls on rough and irregular surface.
But when many rays strike on rough and irregular surface, the direction of reflected rays is different and you didn't get the same effect as you get by the reflection of light in plane mirror.

But still the law is applicable.
