If the net force on a body is zero, it is said to be subjected to a balanced force. If there are two forces then it must be equal in magnitude and oppsite in direction to make a balanced force.

If net force on a body is non-zero, it is said to be subjected to an unbalanced force.

When an object staying at rest on a table, the forces acting on it are said to be balanced.
