Democracy is based on idea of deliberation and negotiation. Explain briefly.

A delay in giving decisions is bound to take place in a democracy, due to the fact that:

1. It has to follow procedures before arriving at any decision.

2. The decisions so taken should be acceptable to the people and also effective.

So, since they are liable to follow norms and also have the responsibility to lend a responsible decision, this actually delays them. But this delay does not makes them inefficient.
