Different countries face different kinds of challenges but the three main challenges are the
  1. Foundational challenge
  2. Challenge of expansion
  3. Challenge of deepening of democracy
  • Foundational challenge: At least one-fourth of the globe is still not under a democratic government. These countries face the foundational challenge of making the transition to democracy and then instituting a democratic government. In Nepal, the fight for democracy is an example of the foundational challenge where people demanded the abolition of monarchies and the establishment of democratic institutions.
  • Challenge of expansion: It involves applying the basic principles of democratic government across all regions, social groups, and institutions. It entails ensuring that local governments have more power, extending federal principles to all units of the federation, and ensuring the inclusion of women and minorities. This also means that fewer and fewer decisions should remain outside the arena of democratic control. For example, India and the US face this challenge.
  • The deepening of democracy is the challenge faced by every democracy in one form or another. It involves Strengthening the institutions and practices of democracy. Bringing down the control and influence of the rich and powerful people in making governmental decisions. Strengthening institutions to help people participate and control. For example, Egypt's re-election of Hosni Mubarak reflects the power and influence of the rich and powerful.
