Dear Student,

The Hill Area Development program was planned to address the uneven distribution of economic growth to some of the areas in the country due to their distinct topography. The hill areas influence the climate of plains also contain resources, such as water sources, abundant forest and minerals. Thus, special research and investment program were carried out for meeting the vast gap of infrastructures, communications, health, education, transport system, power generation and transmission in these areas which have lagged socio-economic development.
The hill areas are categorized as:

Hill states: States and union territories units of North Eastern region, Jammu and Kashmir, Himachal Pradesh.
North Eastern Council: This was set up by Central Government in 1971 by an Act of Parliament.
Hill areas of composite states of Himalayan and Sub-Himalayan region: Regions of Assam, Uttar Pradesh and West Bengal are included.
Western Ghats and other Hill areas: Central assistance is given to some areas of Goa, Kerala, Karnataka, Tamil Nadu and Maharashtra

The hill areas are fragile in geographical, agricultural and environmental conditions. Some other issues are also planned to be addressed such as: soil erosion, forestry, animal husbandry, conservation of natural resources,etc.
