Ethanol gets oxidised to ethanoic acid in the presence of potassium permanganate solution (alkaline) which acts as an oxidising agent.
The chemical reaction is as follows:

$C H_{3} - C H_{2} - O H + 2 [O] ⟶ C H_{3} C O O H + H_{2} O$
