India has a tree tier rural government system. At the lowest tier is the Village Panchayat. The second tier is the Panchayat samiti at the block level. It brings together all the Panchayats of that block. The highest tier is the Zila Parishad which brings together the Panchayat samitis of all the blocks of that district.
The urban government system consists of Municipal corporations in large cities and municipalities or nagar palikas for smaller towns.
