Question

Determine the Urms of O2 at 27°c? Sir the question is how can I know which value of R (gas constant) is to be used where? Because it's 1st value is of L-atm, 2nd is of J and 3rd is of cal. So how should I know which value shall be applied where?

Check the values of the other things used. examples for PV = nRT check the values of P and V for knowing which value of R to use. if P is in atm and V is in L then the value should be the 1st one if P is in Pascal and V in m^3 then the value should be 2nd one and the values in calories can be easily changed to J so that should not be any problem. And in the case given by You, velocity is to be found in SI units so the here the value of R in SI units is the 2nd one so the use the 2nd one when asked for Urms.
