Consider, f(x,y)=x2+2xy+3y2

f(tx,ty)=(tx)2+2(tx)(ty)+3(ty)2

=t2x2+t22xy+t23y2

=tx2+2xy+3y2

=tf(x,y)
Hence this is homogeneous function of degree 1
