Fraction of delegates from Britain $=\frac{1}{4}$

Fraction of delegates from Germany $=\frac{3}{10}$

Given that the rest of the delegates are American

$\Rightarrow$ Delegates from America $=1-\frac{3}{20}-\frac{1}{4}-\frac{3}{10}=\frac{20-3-5-6}{20}$

$=\frac{6}{20}$

Total members in the delegation $=1200$

$\therefore$ Number of American delegates $=\frac{6}{20}\times 1200=360$
