A Non-Money Bill may originate in either house. But both the Houses have unequal powers in this sphere.
i) If a bill has been passed by the Assembly and transmitted to the Council, the latter may pass the bill without any amendment whatsoever. It will then be sent to the Governor for his/ her assent.
ii) The Legislative Council can keep the bill for three months or may pass the bill with amendments which the Assembly does not agree and may pass the bill again.
iii) Now it becomes obligatory for the Council to consider without 30 days. After 30 days, the bill will be deemed to have been passed by both the Houses. It is then sent to the Governor for his/her assent.
iv) There is no provision for a joint sitting of both the houses to resolve this deadlock.
