Here is the answer:
When the French constitution was created by the National Assembly, it retained the monarchy. The legislative assembly was elected by a system of indirect voting. Only the men above 25 years of age and who paid taxes were allowed to vote. These men were literate, spoke French and were residing for more than a year. They were termed as active citizens.
On the other hand women, children and other people were not allowed to vote. They were considered passive citizens. Passive citizens had no property rights.
