Political Executive- Are elected for specific tenure or period used for making law and policies which derives authority from the people and exercises power by virtue of its elections and the constitutional position. It is based on the concept of popular sovereignty. They are responsible to the legislature which in turn is accountable to the people.
Permanent Executives- Derives strength from administrative positions and technical expertise. They are subordinated to political executives. They make policies on the basis of the collection of factual information about a concrete situation. Remains in the office until they attain the age of retirement and not with the change of the government.
