litmus paper do not burn on putting in a concentrated or diluted acid
There only happened is Blue litmus paper turns red under acidic conditions

Not all acidic solution are so strong that they cause burning but some of the acids which are highly concentrated like sulfuric acid should be used in diluted form otherwise they cause burning.
