In an indirect speech, the present continuous tense is always converted into past continuous tense.
In 'Wh' questions, we use the same question word in the indirect speech.
NOTE: We can't put a question mark at the end of an indirect sentence and hence the sentence should be a simple sentence.
ANSWER: The teacher asked the students why they were not doing their homework.
