No, because plants need different amount of water in different seasons. Pleants need more water in summer than in winter and monsoon to keep them cool. In the monsoon season, almost all the water is supplied to them by the rains. So, they do not need irrigation. Irrigation is needed in winter. Irrigation in winter is more than that in monsoon and less than that in summer.
Hence, fields do not have to be irrigated to the same extent in all seasons of the year.
