Do you agree that it was next to impossible for the Dalits and Adivasis to get equal status and treatment in the absence of government efforts and reservation policy? Give suitable reasons in support of your answer.

Yes,in absence of any government then adivasis and Dalits would never have had got the benefots of reservation.Few realities which still exist proves this fact like:
The discrimination with Dalits is still prevalent in India.
At many places they are barred from temple entry.
The adivasis are still backward even after the decades of freedom.
