Does all the photoelectron emitted from a surface by given frequency photons should have the same kinetic energy

The energy of the incident photon must be equal to the sum of the metal's work function and the photoelectron kinetic energy:
hv = hv0 + KE
If the frequency of photons incident on a surface is same, then the KE of all the photoelectron emitted will also be same because the Work function is constant for a metal.
