Does ARTICLE 370 hinder the Growth of Jammu& Kashmir?

According to the Article 370 of the Constitution, Jammu and Kashmir enjoys a special status in the Indian governing system. It was included in the constitution to provide special privileges to the state but some scholars are of the view that this article has hindered the growth of the state. The reason being the state does not have much resources to go about the process of development. Also, most of the schemes of the government can either be not implemented in the state or implemented through special order of the Governor. This puts the state behind in the overall process of development.
