Solution

No .
physical state of a substance can also change due to physical change not only chemical change

example favour

Combustion reactions, such as a burning candle, are also examples of the chemical change through the combination of wax and oxygen in a reaction that produces heat, light, and carbon dioxide.
Decomposition, the opposite of combination, occurs when a single substance breaks down into two or more different substances.

Examples against

When water (H2O) changes from solid ice to liquid water, that is a physical change. The chemical makeup (hydrogen and oxygen) is not altered.
When salt and sugar dissolve in water it is a physical change. The chemical makeup of the salt and sugar are not changed.
