Draw $A O B$ diameter
Taking $A O$ as base and vertex $A$ draw perpendicular to $A O$
Also, taking $O B$ as base and vertex $B$ , draw perpendicular to $O B$
$X X^{'}$ and $Y Y^{'}$ are the tangents at the diametrical end.
