Steps of construction :

$1.$ Draw a line segment $OA=8$ cm.

$2.O$ as centre and radius $4$ cm draw a circle.

$3.$ Taking $OA$ as diameter draw another circle which intersects the given circle at $B$ and $C$.

$4.$ Join $A$ to $B$ and $A$ to $C$.

Result:$AB$ and $AC$ are required tangents.

$\therefore AB=AC=5.9$ cm.
