The steps below need to be followed to construct the circle and the tangents.

1. Draw a circle of radius 3.5 cm with centre O.

2. Draw two perpendicular chords PQ and MN passing through O.

3. Draw perpendiculars X1Y1 at P, X2Y2 at Q, X3Y3 at M and X4Y4 at N respectively such that.

Thus, X1Y1, X2Y2, X3Y3 and X4Y4 are four tangents at the ends of the two perpendicular diameters PQ and MN.
