Steps of constructions-

1. Take a point O as a center and with radius 4 cm ,Draw a circle.

2.Take a point Point on its circumference .

3.Join O and P.

4.Draw a perpendicular to OP at point P.

5.Draw line APB amking angle of ${90}^{\circ }$ with OP,i.e.$\angle OPA={90}^{\circ }$.

Then APB is the required tangents.
