Draw a circle of suitable radius and draw a chord of length 4.6cm. Draw tangents at point X and point Y without using the centre.

Let R=3cm
Draw circle of r=3cm
Take point P on it.
Mark an arc of 4.6cm and join PQ
Take a point M on the major arc.
Join PM and PQ
Draw lines PR and QR at an angle equal to PMQ taking P and Q as vertices and PQ as base.
The obtained PR and QR are required tangents.
